Jay's parents are showing us the commercial side of familiar wizard interaction, not slavery but using familiars as employees and not very a friendly family style of usage where you care about if your employees are doing okay.
Leyla is the perfect embodiment of this. She is the perfect example of proto-Evil Witch of the West. Familiars are not people to her, with rights or otherwise. They're little better than toys for her to play with and abuse if she so wants.
